Battling weeds in the front yard

A little front yard the house has is completely taken over by weeds.

My plan is to remove all the weeds, cover the area with mulch, and then plant some drought tolerant shrubs and perennials.

Since summer is not the best time to plant, I've planted some annuals for now.  It took all weekend to dig out and amend soil of that little strip!  Why is everything harder than it seems?

I know it's pretty sorry looking still, but let's just say that this is expressing an intention.  An intention to landscape.

Also bought 2 Roma Tomatoes and 1 Cherry Tomato from Home Depot and transplanted them into larger pots. (3 for $10 sale!)

Moved my lime tree bought in Florida last January with them outdoors.  Hope it'll be happier than it was in the house.

Roma Tomato has 2 fruits already.
